Regulatory Advocacy ARTBA is the leading regulatory advocate, regularly representing the industry's views before agencies such as the U.S. Department of Transportation, Federal Highway Administration, Occupational Safety & Health Administration, U.S. Environmental Protection Agency, Army Corps of Engineers and Office of Management and Budget. The 2005 highway/transit program reauthorization law—SAFETEA-LU—included ARTBA-advocated provisions that expedited the environmental review and project approval processes. Others reformed the Clean Air Act transportation conformity requirements to help ensure environmentally-sound transportation projects are not delayed by bureaucratic delay or red-tape.
