One of the keys for delivering outstanding sessions year-after-year is the cooperation and input of the ARTBA membership into the planning and development of the conference program. This year’s programming is well underway and the following is a list of some of the sessions under development by the planning group.
- Are We Making the
Right Decisions?:
This session will offer insights on how different agencies are analyzing the case for PPPs including value for money analysis
and public sector comparator.
- Protecting the Public Interest:
There are many debates ongoing across the country on how to “protect the public interest” while implementing PPPs. Both internationally and in the US a number of legislators and transportation agencies have made major strides in this area and this session will share these insights.
- International Case Studies:
New projects showcase the collective wisdom on how government agencies are maximizing the value that PPP tools have to offer.
- Credit Markets in Turmoil:
It’s no secret that banks and financial institutions were deeply affected by the meltdown of the subprime mortgage market. How has that affected the financial market’s approach and support of PPPs? Leading experts will reveal the affects on current conditions and what to expect going forward.
- Transit and PPPs:
High gas taxes have transit agencies facing record surges in ridership. How are PPPs being used and what are the prospects for PPPs in helping expand transit in the United States?
- HOT Lanes and Congestion Pricing:
More states are looking at market based pricing as a way to manage congestion. We’ll share insights on three new projects and how congestion pricing fits in both a PPP and congestion management plan for transportation.
- PPPs and Aviation:
The City of Chicago is actively working to move management of the city’s Midway Airport to a private concession. This session will explore this deal and international PPPs for airports and share the prospects for more PPPs in Aviation.
- Pension Funds:
Private investment in PPPs is often referred to as “patient capital.” One source of patient capital is pension funds. This session will explore this potentially significant source of private investment and how to develop a win-win
This is just a sample of the many sessions under development for this year’s conference. The conference will also explore the latest information on the political races and their impact on transportation and PPPs, Pennsylvania Turnpike, Florida’s Alligator Alley and a host of other developing issues.

On November 1 and 2, 2007, ARTBA hosted its 19th Annual PPV Conference. The conference was an outstanding success with over 320 professionals from across the country in attendance. Sessions focused on everything from project case studies to innovations in construction and financing.
Featured speakers of last year's program included Representative John Mica (R-FL), the ranking Republican of the House Transportation & Infrastructure Committee; John Horsley, Executive Director of AASHTO; Robert Darbelnet, President & CEO of AAA; Former Governor of Colorado Bill Owens (R-Colo.), Vice Chairman of the Royal Bank of Scotland; and Vice Admiral Thomas J. Barrett, Deputy Secretary of the U.S. Department of Transportation; and Jack Schenendorf, Vice Chairman of the Policy & Revenue Commission.
Other noted contributors were Pete Ruane, CEO of ARTBA; Commissioner Ted Houghton, member of the Texas Transportation Commission; and Bryan Grote, member of the Infrastructure Financing Commission.
