Could EPA’s Proposed Coal Ash Regulations Threaten Transportation Projects Nationwide?

Coal ash is a strategic resource for many concrete transportation projects – improving concrete quality and reducing materials costs. But access to coal ash may be threatened by a U.S. Environmental Protection Agency proposal to create more stringent regulations for coal ash disposal.
EPA has proposed to regulate coal ash as a hazardous “special waste” when destined for disposal. At the same time, they would continue to exempt it from regulation when used in concrete. This approach may create myriad unintended consequences for transportation builders—ranging from increased costs to potential legal liabilities for handling materials that are designated “hazardous” in other settings.
Led by coal ash recycling expert and public policy veteran John Ward, this webinar will give an in depth breakdown of the EPA’s proposal, explore potential complications for the transportation industry and provide information on how to effectively participate in the public comment process.
