ARTBA Promotes Dean Franks to Manager, Congressional Relations
Washington, D.C. [Feb. 20, 2008]—The American Road & Transportation Builders Association (ARTBA) has promoted Dean Franks to manager, congressional relations. Franks joined ARTBA in October 2006 as a legislative representative after spending more than three years on Capitol Hill. Franks, who works out of the association's office on Capitol Hill, is ARTBA's daily liaison with members of Congress and their staff. He is playing a key role in helping educate members of Congress about ARTBA's legislative recommendations for the next federal highway/transit investment bill, due in 2009. Prior to joining ARTBA, Franks served as a legislative aide for Rep. Judy Biggert (R-Ill.), specializing in defense and military issues, and tracking and researching legislation considered by the House Armed Services Committee and Defense Appropriations Subcommittee. He also had several other functional areas of responsibility, including scheduling, office management and systems administration. Franks attended Tulane University, earning a bachelor of arts degree in 2002 with a major in sociology and a minor in political science. A native of the Chicago area, Franks currently sits on the board of directors for the Illinois State Society in Washington, D.C. He is a resident of Arlington, Va. ### Established in 1902, ARTBA represents the U.S. transportation design and construction industry before Congress, the Executive Branch, federal agencies, news media and general public.
