Alison Premo Black Promoted to ARTBA
Washington, D.C. [Feb. 21, 2008]—The American Road & Transportation Builders Association announced the promotion of Alison Premo Black to vice president of policy. She joined ARTBA in 2000 as a research economist. Black, who is completing her Ph.D. in economics at George Washington University, will spearhead ARTBA's policy-related research projects and serve as managing director of the ARTBA Research & Education Division. She also oversees the Local Technical Assistance Program and Council of University Transportation Centers management contracts. Black will continue to be involved in developing ARTBA's in-depth analytical economic and research reports that focus on transportation construction market conditions. She also serves as an ARTBA spokesperson, specifically on construction material costs. Black is leading a team that is developing and producing an expanded services program for the ARTBA Young Executive Leadership Council (YELC). The YELC is the vehicle for getting transportation design and construction industry “rising stars” involved in shaping transportation policies for the future. During her time at ARTBA, she has served as executive director of the Metropolitan Washington Road & Transportation Builders Association—ARTBA's local contractor affiliate. She has an M.A. in international economics and Latin American studies from the Johns Hopkins School of Advanced International Studies, and is a triple major magna cum laude graduate of Syracuse University. Prior to joining ARTBA, Black worked as an analyst and researcher in the economic section of the Republic of Korea and as a researcher in the trade unit of the Organization of American States. ### Established in 1902, ARTBA represents the U.S. transportation design and construction industry before Congress, the Executive Branch, federal agencies, news media and general public.
