ARTBA’s P3 Division is hosting its next quarterly webinar on March 23, featuring the owner and lead developer’s perspectives of financing Maryland’s Purple Line Light Rail Transit.

The webinar will also include an ARTBA update on the latest transportation infrastructure developments with the Trump administration and Congress.

Jeffrey D. Ensor, TDD chief of staff and director of project delivery & finance at the Maryland Transit Administration, and John M. Dionisio, senior investment director for Meridiam North America, will jointly explain the background and some of the key issues associated with the development and financing of the 36-year Design-Build-Finance-Operate-Maintain (DBFOM) P3 Concession for Maryland’s Purple Line Light Rail Transit project, which reached a successful financial close in June 2016.

Topics will include why P3 delivery was chosen for the project, the Owner’s key objectives and associated commercial provisions, innovations and cost reductions, and challenges associated with the performance regime and incorporating TIFIA’s first loan to a transit P3 concessionaire.
