What happened: New guidance directing federal agencies to review and expand categorical exclusions (CEs) under the National Environmental Policy Act (NEPA) was issued April 9 by the White House Council on Environmental Quality (CEQ). CEs allow project stakeholders to bypass detailed environmental reviews for projects without significant environmental impacts.

Why it matters: Environmental permitting reviews have long been a source of delay for transportation infrastructure projects. This guidance pushes for greater use of CEs to streamline permitting for routine, low-impact activities. While it does not change legal requirements, it reinforces that federal oversight should avoid unnecessary analysis when impacts are well understood.
