Objectives Summary

These key strategic objectives will guide ARTBA’s comprehensive program of work:

  1. Build Federal Support for Modernizing the U.S. Surface Transportation Network

    A key to building political support for the 2026 reauthorization of the Infrastructure Investment and Jobs Act (IIJA) is ensuring its full implementation. ARTBA’s focus is securing the annual investment levels in the IIJA’s remaining three years and maintaining the trajectory of increased investment in the next multi-year bill.

  2. Pursue a Sustainable Transportation Funding Model

    Since 2008, Congress has transferred $270 billion, including $118 billion for the IIJA, from the general fund to the Highway Trust Fund to support investment levels. To meet current needs, we will advocate for new and expanded highway user fee mechanisms to generate necessary revenue for the IIJA’s reauthorization.

  3. Expand Regulatory Advocacy Program

    The IIJA features policy revisions that require new regulations. ARTBA will expand its advocacy activities to ensure the timely implementation of such regulatory proposals to maximize IIJA’s funding levels. We will also push federal and state policies to protect the health and well-being of industry workers, and support proposals to boost the availability of workers.

  4. Strengthen Commitment to Organizational Excellence

    ARTBA will be a high-performance organization by developing programs and services to advance the industry’s top advocacy priorities. We also strive to provide member value by sharing best practices, creating new opportunities for learning, and embracing a culture of continuous improvement and inclusivity.
