What happened: The U.S. Department of Labor (DOL) Nov. 27 formally withdrew its proposed changes to the National Apprenticeship Program, after ARTBA and industry partners submitted extensive comments emphasizing the need for employer flexibility and expressing concerns about the increased administrative burdens the rule would impose.

Why it matters: More than 33 percent of all apprenticeships are in the construction industry and provide a valuable pipeline for skilled workers. The withdrawn proposal would have introduced significant new requirements for employers and program sponsors, such as detailed reporting obligations, expanded oversight from state agencies, and additional compliance measures. These changes could have increased costs and discouraged participation in apprenticeship programs, ultimately hindering efforts to address the workforce shortages in transportation construction and other industries.
