What happenedHouse Republicans June 26 released their Fiscal Year (FY) 2025 transportation appropriations bill, which would fully fund airport and Highway Trust Fund-supported core highway and public transportation programs at authorized levels, while calling for cuts to the public transportation Capital Investment Grant program.

The legislation also includes supplemental spending for additional capital resources, mostly in the form of earmarks, as well as language that would prohibit implementation of the Federal Highway Administration’s greenhouse gas performance measure.  ARTBA has advocated for this prohibition on Capitol Hill and is also involved in legal action on the issue.

The chart above depicts the potential FY 2025 funding, combined with the infrastructure law’s mandatory advanced appropriations, and compared with previously enacted appropriations laws.

Why it matters:  This bill marks the beginning of the FY 2025 spending cycle for federal transportation programs.  While the legislation was crafted by the GOP, any final measure will need to be bipartisan, with a Senate and White House led by Democrats.

What’s next:  The full House Appropriations Committee is slated to consider the bill July 10.  Senate committee action on FY 2025 spending legislation has yet to be scheduled.
