What happened: The House Appropriations Subcommittee June 4 approved a Fiscal Year (FY) 2027 transportation funding measure that would cut highway investment by more than $10 billion, airport funding by $5 billion and public transit resources by $4 billion, when all previous FY 2026 funding sources are accounted for. The measure advanced 34-27, with all Republicans supportive and all Democrats opposed.

ARTBA assured committee members were aware of the impacts the proposal could have on federal highway programs, if enacted, by distributing a letter and state-by-state analysis.

Why it matters: The proposal is moving on a parallel track to the surface transportation reauthorization process, with the current law expiring Sept. 30. Without a multi-year authorization bill in place, the appropriations process for FY 2027 is particularly challenging, as funding typically aligns with previously enacted authorized levels.

What’s next: Timing for action in the full House is uncertain, but current spending expires Sept. 30. ARTBA will continue to urge Congress to preserve and grow federal transportation investment.
