What happened: The Highway Trust Fund (HTF) may finally see new user-fee revenue after a $250 annual registration fee on electric vehicles and a similar $100 charge on hybrid cars and trucks was passed May 22 by House Republicans.  The provisions are included in the “One Big Beautiful Bill” – legislation compiled to advance much of President Trump’s tax and policy agenda. ARTBA led several coalition letters urging support for the legislation.

Other notable business-related tax provisions, like bonus depreciation and a deduction for domestic research and development costs, were also included in the bill.

Why it matters: If enacted, the legislation would include the first new user-fee revenue for the HTF in more than two decades. It would also help ensure all users of roads and bridges contribute to the transportation system’s maintenance and expansion.

What’s next: The bill now heads to the Senate where it may be amended before passage. Any modifications will go back to the House for consideration before heading to the President’s desk for signature. ARTBA will closely follow each step of this process.
