What happened: On a party-line vote, the House Transportation & Infrastructure (T&I) Committee April 30 moved their portion of the Republican reconciliation package that includes:

·      $250 annual registration fee on electric cars and light trucks; and
·      $100 annual registration fee on hybrid cars and light trucks.

Both are indexed for inflation, with resources dedicated to the Highway Trust Fund (HTF). The legislation was amended from an earlier version that included a $20 fee on all other cars and light trucks. That fee is no longer in the bill.

Why it matters: If enacted, it will mark the first time in over 20 years the HTF will be augmented by user-fee revenues.

What’s next: Today’s measure will be combined with legislation from other committees into a larger reconciliation package, which is scheduled for consideration by the full House in late-spring or early summer.
