What happened: The Senate Nov. 1 overwhelmingly approved a Fiscal Year (FY) 2024 transportation appropriations bill—82-15. The measure fully funds transportation programs at levels authorized in the Infrastructure Investment and Jobs Act (IIJA), plus another $3.6 billion in supplemental highway, airport, public transportation, and multi-modal spending for FY 2024.

A Senate amendment, led by Sen. Kevin Cramer (R-N.D.), would have prohibited the Federal Highway Administration (FHWA) from advancing a greenhouse gas performance measure. ARTBA asked senators to support the amendment, but it was unable garner 60 votes and was withdrawn.

Why it matters: Current funding runs out Nov. 17, and Congress must agree on new spending legislation by then or pass another continuing resolution (CR). A CR is widely expected and would maintain FY 2023 funding levels for IIJA programs.

What comes next: The House plans to resume consideration of its FY 2024 transportation spending bill next week, though specific timing is unclear due to objections over cuts in public transportation.
