What’s not in it: The request did not include details about the administration’s priorities for the next surface transportation reauthorization bill due Sept. 30.

What’s next: The President’s budget proposal is rarely acted on by Congress but serves as the annual starting point in the effort to get spending bills done by the start of the new fiscal year.
