What happened: Commemorating the second anniversary of the Infrastructure Investment and Jobs Act (IIJA), ARTBA welcomed two key federal policymakers to review the law’s impacts and assess future challenges. The Nov. 14 webinar for ARTBA leaders featured Administrator Shailen Bhatt of the Federal Highway Administration (FHWA) and Sen. Deb Fischer (R-Neb.).

Why it matters: The webinar provided insights from an agency head charged with overseeing deployment of $350 billion in IIJA funding, and a U.S. senator who supported the bill’s passage in 2021.

Appearing with moderator and ARTBA Chair Tim Duit, Administrator Bhatt recognized the association and its members as key partners in delivering the IIJA’s “transformational investment.” Equally important, he said, is working together to tell “good and true stories” of outcomes from that funding, ranging from the Brent Spence Bridge to a variety of other projects around the country.

Bhatt acknowledged challenges in enacting expanded Buy America requirements, but reaffirmed the Biden administration’s commitment to the twin objectives of building IIJA-funded projects expeditiously, while also strengthening domestic manufacturing. He noted signs of a “manufacturing renaissance” around the country, an indication that all parties can continue working to achieve both of these “big things.”

Bhatt also detailed his continued interest in technology to improve work zone safety, especially given growing hazards from distracted drivers.

In a conversation with ARTBA Board member Chris Hawkins, Sen. Fischer briefed attendees on her proposed “Stop EV Freeloading Act,” which ensures that electric vehicle (EV) owners contribute to the Highway Trust Fund (HTF). This federal measure would parallel EV fees enacted in 35 states.

What’s next: ARTBA will continue highlighting accomplishments from the IIJA’s first two years through its Highway Dashboard, project profiles, and social media posts.
