What happened: The total value of state and local government transportation contract awards was $47.8 billion through April 2025, compared to $43.8 billion recorded through April 2024, according to just-released data from ARTBA’s economics team.

Highlights include:

  • Over $2.5 billion in rail and transit awards, led by the start of work on the Manhattan Tunnel Project in New York; and
  • States with the highest value of awards include Texas, California, Florida, New York, and North Carolina.

Why it matters: State and local government contract awards are a leading indicator of future construction activity expected to break ground within 30 to 60 days.  Depending on the size and scope of a project, actual construction work can take place over a multi-year period.
