What’s happening: The value of transportation projects expected to break ground in the next 30 to 60 days reached $14.1 billion in September 2025, up 40 percent from $10 billion a year ago. While the value of awards is up across all modes, the significant jump was driven by transit/rail work in New Jersey.

What else are we seeing? ARTBA’s analysis of contract awards also shows:

  • Thirty states and Washington, D.C. increased the value of transportation project awards in September 2025 compared to September 2024.
  • States with the highest value of awards in the last month include: New Jersey, Texas, Florida, Virginia, California, and Illinois.
  • States with major monthly percentage gains include: New Jersey, Washington, D.C., Missouri, Wyoming, Tennessee, and New Hampshire.
