The coalition’s comments—submitted to EPA —called for strict adherence to the one-year statutory deadline, limits on state authority to revise certifications after issuance, and a narrowed scope focused solely on water quality impacts. The comments also advocated for categorical exclusions for low-impact activities and more predictable permitting timelines to avoid project delays and legal uncertainty.
