On Nov. 29, ARTBA and a coalition of trade groups submitted comments to OMB on its draft memo and toolkit for public engagement. The comments call for including trade associations in the definition of “the public,” early and meaningful stakeholder input, agency staff training on plain language, longer comment periods for complex issues, timely publication of materials, and evaluations of engagement activities to improve transparency and trust.
