ARTBA submitted comments to the U.S. Fish and Wildlife Service supporting proposed reforms to Endangered Species Act regulations governing critical habitat designations, species listings, and interagency consultation. The comments emphasized restoring clear, science-based guardrails to focus critical habitat on areas that meaningfully support species recovery, grounding listing decisions in reasonably foreseeable conditions, and improving consultation efficiency to avoid unnecessary project delays. ARTBA underscored the importance of durable, predictable ESA implementation that protects listed species while allowing transportation projects to move forward on schedule and within budget.
