ARTBA submitted comments to the U.S. Environmental Protection Agency on its proposed 2027 NPDES Construction General Permit, urging timely finalization while recommending targeted changes to reduce unnecessary administrative burdens. ARTBA asked EPA to reconsider a proposed requirement to submit stormwater pollution prevention plans with permit applications and supported eliminating quarterly dewatering reports when no dewatering occurs.

ARTBA also joined industry parterns in separate coalition comments urging EPA to reauthorize the permit before the current permit expires and pursue broader reforms through a separate rulemaking focused on streamlining permitting, recordkeeping, and reporting requirements.
